This is Simple Grafix's first vBulletin 3.6.4 Theme for 2007! . The skin is named Ozone and is only available in a fixed version due to the detailed banner work.

Updated please use the updated xml file found in the ozone update zip file when installing Fixed navbar bug

That's ok Lusion, this is the first time I have seen this skin. I like it a lot, especially the icons on the top, it is a little wide though (wider then my 20" flatscreen)
