Mods that I install on every vB forum I run:

Welcome headers - Improve community registration rates - vBulletin.org Forum

Separate Sticky and Normal Threads - vBulletin.org Forum - personal preference

Email reminder for inactive users 1.1.3 - vBulletin.org Forum - definitely helps with members who forget about your forum

I also like vBSEO, I have only used it on one forum and its hard to tell how much it helps but if I started a new forum I would use it again.
